Qiang Xu serves as advisor to the executive vice president for business and administration. Xu is dedicated to developing Emory’s capacity for finance and data analytics with the goal of applying more rigorous methods and models of policy and performance evaluation across a broad array of university operations. He is also leading research that will contribute to the development of growth strategies in the context of the university’s own long-term objectives and those of the broader academic community.

Xu joined Emory in 2019 after five years at Georgetown University as the vice president of data analytics, where he led data analytics capabilities and growth strategies. Prior to Georgetown, he served as chief of the Economics Revenue Unit for the New York State Division of the Budget. In that capacity, he forecasted national and state economic conditions and revenue outlook, recommended tax policies, negotiated budgets with the state legislature, and managed budgets for the state’s gaming and tax administration agencies. He also held two other roles with the state of New York, serving as chief econometrician and director of research for the Division of Budget, as well as the deputy chief economist for the State Assembly Ways and Means Committee.

Xu has served as an adjunct professor at Georgetown and State University of New York at Albany, where he taught graduate-level courses in economic forecasting and policy analysis. He has bachelor and master’s degrees in economics from Fudan University in Shanghai, China, and a PhD in economics from the State University of New York at Albany.
